The objective of this Special Issue is to bring the most up-to-date developments reported at ICOPS 2009 to the readership of IEEE Transactions of Plasma Science. These manuscripts will undergo the standard peer-review process typical for all IEEE Transactions and Journals. The manuscript submission deadline is July 30, 2009. Authors should submit their completed manuscripts to the IEEE Transactions on Plasma Science electronic submission and review website, http://mc.manuscriptcentral.com/tps-ieee.

The special issue is restricted to plenary and invited papers presented at ICOPS 2009. These papers are subject to peer review. The following topics will be covered:

• Charged Particle Beams and Sources
• High Energy Density Plasmas and their Interactions
• Industrial, Commercial and Medical Applications of Plasmas
